Council Approval & DA Process for Home Renovations

A structural change, an extension, or work on a heritage-affected property triggers a Development Application (DA) or Complying Development Certificate (CDC) before construction can start. ATH Projects identifies which pathway applies during the earliest design discussions, so you're never caught out mid-renovation by a requirement you didn't know existed.

When You Need a DA vs. a Complying Development

Your renovation needs a DA when it involves structural change, adds floor space, alters the building envelope, or sits on a property affected by a heritage overlay, flood zone or other planning restriction. Extensions, second storeys and any work that changes the footprint of the home almost always fall into this category, and council planners assess each DA individually.


A Complying Development Certificate (CDC) applies to renovations that meet a fixed set of pre-approved standards under NSW planning codes. Think internal reconfigurations, like-for-like structural repairs or additions that stay within set height, boundary and size limits. Because a certifier checks a CDC against a fixed checklist rather than assessing it case by case, it's typically faster to obtain than a DA, though it's only available where the property and the proposed work both qualify. Minor internal work, such as reconfiguring a kitchen without moving load-bearing walls, often needs no formal approval at all.


The trigger points aren't always obvious from the outside. A wall that looks cosmetic might be load-bearing, and a heritage overlay can apply to a property even when the home itself isn't heritage-listed. Getting this assessment wrong at the design stage is one of the most common causes of delayed renovation

Complying Development applications generally move through certification faster than a full DA, since a certifier checks them against fixed criteria rather than debating each case individually. A standard DA, by contrast, can take longer depending on council workload and the complexity of the proposal.



Construction doesn't start until council confirms approval, which protects you from compliance issues further down the track. This is what keeps the "on time and on budget" commitment on track. Approval delays are one of the biggest risks to a renovation timeline, and managing the paperwork proactively is how ATH keeps projects moving on schedule.
